Go to Edit. Choose Draw. Before you draw something, select the Pencil tool, Brush tool, Spray tool. You can also set the color of the tool and its size and transparency level.
Styles of brushes will allow to change color of a brush under certain conditions on a photo. For example, the brush can change color depending on the color of the area in the photo on which the brush draws.
